About Russia oil production

Siberian Fields and Geopolitical Headwinds

Russia is the world's third largest oil producer and one of the most consequential players in global energy markets. Russian crude oil and petroleum products are woven into the supply chains of refineries across Europe, Asia, and beyond — a dependency that became a major geopolitical flashpoint following Russia's invasion of Ukraine in 2022 and the subsequent Western sanctions that attempted to limit Russian energy revenues.

Russia's oil production comes predominantly from Western Siberia — particularly the Khanty-Mansiysk Autonomous Okrug region that has been the heartland of Soviet and Russian oil production since the 1960s. These are mature conventional fields with significant infrastructure already in place but declining production rates that require continuous investment to maintain.

Newer production growth is coming from East Siberia — particularly the Vankor and Verkhnechonskoye fields — and from Arctic offshore projects that represent some of the most technically challenging oil development in the world. Russia also produces significant volumes from the Sakhalin Island projects in the Russian Far East, which have involved major international oil company partnerships though several have been disrupted by sanctions and forced ownership changes following the Ukraine conflict.

Russia participates in OPEC+ — the expanded group that includes OPEC members plus Russia and other non-OPEC producers — and coordinates production decisions with Saudi Arabia as the two largest members of that arrangement. Despite Western sanctions Russian production has proven more resilient than many analysts predicted, with significant export volumes redirected from Europe to China, India, and other Asian markets.

Interesting Facts About Russia Oil

1

Russia's oil and gas revenues have historically funded approximately 40 to 50 percent of the Russian federal budget — making the country's fiscal health almost entirely dependent on energy prices and creating a powerful incentive to maintain production volume regardless of geopolitical consequences.

2

Following Western sanctions in 2022 Russia began selling crude oil at significant discounts to attract Asian buyers — a practice that redirected over 2 million barrels per day from European to Asian markets and made India one of Russia's largest oil customers virtually overnight.

3

The Trans-Siberian Pipeline system is one of the longest pipeline networks in the world, stretching thousands of miles to connect Siberian production fields to export terminals and refineries across Russia and beyond.

Common questions

Frequently Asked Questions

How much oil does Russia produce per day?

Russia produces approximately 9 to 10 million barrels of crude oil per day, though precise figures are difficult to verify independently given reporting limitations. Western sanctions imposed following the 2022 Ukraine invasion were expected to significantly reduce output but Russian production proved more resilient than predicted as export routes shifted toward Asia.

Did Western sanctions reduce Russian oil production?

Less than many analysts expected. While sanctions disrupted some technology transfers and financing arrangements, Russia successfully redirected most of its crude oil exports from Europe to China, India, Turkey, and other markets. Production volumes remained relatively stable though Russia also agreed to voluntary cuts as part of OPEC+ coordination.

What is Russia's role in OPEC+?

Russia is the co-leader of OPEC+ alongside Saudi Arabia, participating in coordinated production decisions that affect roughly half of global oil supply. The Russia-Saudi Arabia relationship within OPEC+ has been occasionally strained — most notably in March 2020 when a breakdown in negotiations triggered a price war that sent oil prices briefly negative — but the two countries have generally maintained coordination on production targets.
